The Engineering and Maintenance Service Executive is a core operational unit responsible for ensuring the functionality, safety, and sustainability of the University’s physical infrastructure and utility systems. It plays a crucial role in creating a conducive environment for teaching, learning, research, and community service by maintaining buildings, facilities, and essential services across the University’s campuses.

The Executive oversees the planning, coordination, and supervision of engineering and maintenance works, including building maintenance, water supply, sewerage systems, electrical installations, and furniture services, with a strong emphasis on both preventive and corrective maintenance to extend the lifespan of institutional assets and minimize service interruptions. Structurally accountable to the Administrative Management Vice President, the office supports the University’s mission and long-term vision by ensuring reliable operation of facilities and utilities, promoting safe and well-maintained learning and working environments, providing technical expertise in maintenance planning and cost estimation, supporting campus expansion, renovation, and rehabilitation projects, and enhancing operational efficiency through effective resource management and timely service delivery. Overall, the Engineering and Maintenance Service Executive significantly contributes to institutional effectiveness by keeping the University’s physical environment functional, safe, and supportive of academic excellence.

Key Responsibilities

The Engineering and Maintenance Service Executive is primarily responsible for the operational maintenance and management of the University’s physical infrastructure and utilities. Its key responsibilities include:

ü  Preventive and Corrective Maintenance: Plan and oversee routine servicing of buildings, electrical systems, plumbing, and mechanical equipment to prevent breakdowns and ensure operational efficiency.

ü  Utility Management: Ensure reliable water and electricity supply across all campuses, including management of backup generators, water wells, and treatment systems.

ü  Building Maintenance and Rehabilitation: Supervise structural repairs, office partitions, door locks, glass replacement, ceiling, roof, and wall maintenance, as well as renovation projects.

ü  Furniture Services: Coordinate production, assembly, disassembly, and maintenance of furniture.

ü  Facility Assessment and Planning: Identify facility defects, prepare Bills of Quantities, functional drawings, and engineering cost estimates, and oversee the implementation of maintenance services.

ü  Sewerage and Sanitation: Install, maintain, and service sewer systems to ensure proper sanitation.

ü  Electrical Systems Management: Install, maintain, and distribute electrical systems, ensuring continuous power supply and backup during outages.

Organizational Structure

The Executive operates under the structural accountability of the Administrative Management Vice President and typically supervises specialized teams, including:

ü  Building & Civil Works Unit: Responsible for masonry, carpentry, and structural repairs.

ü  Electrical & Mechanical Unit: Handles power distribution, lighting, and machinery maintenance.

ü  Sanitary & Water Supply Unit: Manages water production, distribution, and sewage systems across campuses.

Services Provided by the Engineering and Maintenance Service Executive

The Engineering and Maintenance Service Executive, structurally accountable to the Administrative Management Vice President, provides essential services to support Wolkite University in achieving its mission and vision. Key services include:

ü  Facility Assessment and Planning: Identify physical facility defects, prepare Bills of Quantities, develop functional drawings, estimate engineering costs, and oversee maintenance implementation.

ü  Water Supply Management: Operate six deep water wells across campuses, manage water production, install and maintain water distribution systems, and ensure reliable supply to all facilities.

ü  Sewerage and Sanitation: Install, maintain, and service sewer systems to ensure effective wastewater management.

ü  Electrical Systems Management: Install, distribute, and maintain electrical systems, including providing backup power through standby generators during outages.

ü  Building Maintenance and Rehabilitation: Conduct maintenance and renovation of offices, ceilings, roofs, walls, doors, and glass, including partitioning and other structural improvements.

ü  Furniture Services: Facilitate furniture production, assembly, disassembly, and ongoing maintenance.
